CCAGW Urges House of Representatives to Support Overturning Improper Use of E-Rate Funds

Dear Representative,

On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste, I urge you to vote in favor of S.J. Res. 7, a joint resolution of disapproval under the Congressional Review Act (CRA), which was passed by the Senate on May 8, 2025. 

S.J. Res. 7 disapproves and nullifies the Federal Communications Commission’s August 20, 2024, rule, Addressing the Homework Gap Through the E-Rate Program. The rule would permit schools and libraries participating in the Universal Service Fund’s (USF) E-Rate program to purchase discounted Wi-Fi hotspots and associated mobile connectivity services for off-campus use.  This expansion of the E-Rate program strains the USF budget, further increasing the cost to taxpayers through the USF contribution tax, and is contrary to the purpose of the E-Rate program. 

For these reasons, I again urge you to vote in favor of S.J. Res. 7.  All votes related to this resolution may be among those considered for CCAGW’s 2025 Congressional Ratings.
