Dear Representative,
On behalf of the more than 145,425 members and supporters of the Council for Citizens Against Government Waste in the state of Texas, I urge you to support HB 1290, which would create a more predictable regulatory environment for businesses operating in Texas.
HB 1290 establishes an essential check and balance for state agencies wanting to adopt new rules that unreasonably burden small businesses by requiring a state agency to first repeal an agency rule before adopting a new agency rule.
Regulatory compliance has become a costly expense for big and small businesses across the country. A 2014 study by the National Association of Manufacturers (NAM) found that compliance regulations cost the U.S. economy nearly $2 trillion every year, equal to approximately 12 percent of the U.S. gross domestic product. The NAM study also found that small businesses can spend nearly $12,000 per employee annually on compliance regulations. The excessive costs associated with compliance regulations have inhibited the ability of small businesses to thrive and reinvest money back into their businesses and communities.
HB 1290 would allow businesses to be able to operate in a more predictable regulatory environment, while also reining in excessive state agency spending by mandating a repeal of an agency rule before a new one can be adopted. I urge you to support HB 1290.
