Dear Representative,  
You will soon vote on H.R. 3964, the San Joaquin Valley Emergency Water Delivery Act, sponsored by Rep. David Valadao (R-Calif.).  On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support this legislation.

California’s San Joaquin Valley, which provides the majority of fruits and vegetables for the country, has suffered a man-made drought due to a 2009 federal regulation that diverted over 300 billion gallons of water away from the region in an effort to protect the Delta smelt.  Today, farmers in the Central Valley are receiving less water than they previously contracted for and purchased.  The government’s preferential treatment of a 3-inch fish has had devastating consequences for farmers in the San Joaquin Valley, as the now fallow farmland has left thousands without jobs, evidenced by the 12.1 percent unemployment rate in San Joaquin County.

H.R. 3964 would restore the water supply to the levels agreed upon in the 1994 Bay Delta Accord, ensuring reliable water deliveries for the valley, securing private property and senior water rights, and saving taxpayer money by putting an end to a wasteful and unnecessary protectionist project.  Additionally, the bill puts a stop to a salmon restoration program on the San Joaquin River, an initiative that Citizens Against Government Waste previously estimated to cost an astounding $22 million per salmon.

It is reprehensible that the federal government would put the needs of fish before the livelihoods of Americans and the wallets of taxpayers.  I urge you to support the San Joaquin Valley Emergency Water Delivery Act.  All votes on H.R. 3964 will be among those considered in CCAGW’s 2014 Congressional Ratings.
