Coalition Submits Criteria for Next Postmaster General to USPS Board of Governors

Letters to Officials

November 14, 2019

The Honorable Robert M. Duncan
Board of Governors
United States Postal Service
475 L’Enfant Plaza SW
Washington, DC 20260

Dear Chairman Duncan,

We write regarding the Board of Governor's critical decision to find and hire a new U.S. Postmaster General.

Although the Governors were selected according to statutory criteria, as you know there are no such criteria for the Postmaster General.  Nevertheless, we believe similar criteria should guide your selection.

In particular, we strongly believe that any candidate should have demonstrated a successful career managing a large public or private enterprise.   The Postal Service needs a leader who can drive out costs and force efficiencies.  The person should have expertise:

•       Working in or with the logistics industry

•       Addressing a large unionized labor force

•       Dealing with declining demand for some of its products (e.g. mail)

•       Turning around an unprofitable company.

As you know, the task that will confront the new Postmaster General is daunting – – reforming the Postal Service so that it becomes leaner and much more efficient to stem financial losses while still fulfilling its basic mission. We have previously written to you regarding the need to control labor costs and outsource where efficient (public-private partnerships) while focusing the USPS on its core business of delivering mail and packages.  We urge you to select a leader with the background, skills and experience to meet these challenges.
