CCAGW Urges Support for H.R. 4917, the IG Subpoena Authority Act

Dear Representative,

On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support H.R. 4917, the IG Subpoena Authority Act, introduced by Rep. Steve Russell (R-Okla.).

In the vast federal bureaucracy, it is not difficult to conceal wrongdoing. One of the most effective tools for identifying and preventing waste, fraud, abuse, and mismanagement in the federal government is the office of inspectors general (OIG) at 72 federal departments and agencies.

The Inspector General Act of 1978 (IG Act) established the first 12 IGs, and laid out the following parameters for the position:  perform “audits and investigations relating to the programs and operations … for the purpose of promoting economy and efficiency” in the agency. OIGs have proven time and time again to be highly-effective frontline fighters in the battle to uncover and prevent misconduct.

To perform this necessary and vital work, OIGs require robust access to documents and correspondence in an agency. H.R. 4917 enhances the ability of OIGs to investigate wrongdoing in federal agencies and departments by authorizing OIGs to issue testimonial subpoenas for contractors, grant recipients, and former federal employees. The bill will help prevent those who are under investigation from simply leaving federal employment and being able to refuse to comply with such requests.
