Dear Chairman Comer and Ranking Member Garcia,
On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I am writing to inform you of our support for the following bills being considered during the Committee on Oversight and Government Reform’s markup scheduled for December 2, 2025:
H.R. 5749, the Official Time Reporting Act (introduced by Rep. Virginia Foxx (R-N.C.), would require the Office of Personnel Management to submit an annual report to Congress detailing the use and cost of “official time” by federal agencies.
H.R. 5457, the Strengthening Agency Management and Oversight of Software Assets Act, introduced by Reps. Shontel Brown (D-Ohio), Nancy Mace (R-S.C.), Pat Fallon (R-Texas), and April McClain Delaney (D-Md.). Software Asset Management by federal agencies has long been an issue of concern to CCAGW. This legislation builds on the MEGABYTE Act, which called on agencies to reduce duplicative software purchases that waste taxpayer resources.
H.R. 143, the Unauthorized Spending Accountability (USA) Act, introduced by Rep. Kat Cammack (R-Fla.). Each year, the Congressional Budget Office provides a detailed listing to Congress of expired and expiring authorizations and appropriations for the coming fiscal year. The lack of Congressional oversight typically supplied by the regular authorization process means that potentially wasteful programs are simply floating along on autopilot. The USA Act would establish a process by which programs would be sunset to ensure transparency and accountability to taxpayers.
We appreciate the committee taking our views into consideration during this markup and ask that these bills be reported to the House floor for consideration and passage.
