Letters to Officials

July 28, 2021
U.S. House of Representatives
Washington, D.C. 20515

Dear Representative,

You will soon be considering a series of appropriations bills: H.R. 4346, the Legislative Appropriations Act, 2022; H.R. 4373, the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2022; and, H.R. 4505 the Commerce, Justice, Science, and Related Agencies Appropriations Act, 2022.  On behalf of more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support the following amendments to these bills.

For H.R. 4373 in Part D:

Rep. Michael Cloud’s (R-Texas) amendment that prohibits taxpayer dollars from going towards United States membership in or contributions to the World Health Organization.

Rep. Glenn Grothman’s (R-Wis.) amendment that reduces funding for Contributions to International Organizations by $307,592,800.

Rep. Blaine Luetkemeyer’s amendment (R-Mo.) amendment that prohibits federal contributions to the Intergovernmental Panel on Climate Change (IPCC), the United Nations Framework Convention on Climate Change (UNFCC), and the Green Climate Fund (GCF), which advise governments around the world on climate change.

Rep. Chip Roy (R-Texas), Rep. Doug Lamborn (R-Colo.), Rep. Bob Good (R-Va.), Rep. Glenn Grothman (R-Wis.), Rep. Austin Scott (R-Ga.), Rep. Brian Babin (R-Texas), Rep. Christopher Smith (R-N.J.), Rep. Alex Mooney (R-W. Va.), Rep. Jim Banks (R-Ind.), Rep. Jeff Duncan (R-S.C.), Rep. Lauren Boebert (R-Colo.), Rep. Bob Latta (R-Ohio), Rep. Robert Aderholt (R-Ala.), Rep. Mike Kelly (R-Pa.), Rep. Andrew Clyde (R-Ga.), Rep. John Rose (R-Tenn.), Rep. Debbie Lesko (R-Ariz.), Rep. Michael Guest (R-Miss.), Rep. Ben Cline (R-Va.), Rep. Tom Cole (R-Okla.), Rep. Guy Reschenthaler (R-Penn.), Rep. Scott Perry (R-Penn.), Rep Ted Budd (R-N.C.), Rep. Bill Johnson (R-Ohio), and Rep. Marianette Miller-Meeks’ (R-Iowa) amendment that eliminates funding for the United Nations Population Fund (UNFPA).

Rep. Claudia Tierney’s (R-N.Y.) amendment that restores the statutory 25% cap on U.S. contributions to UN peacekeeping through the CIPA account.

For H.R. 4505, Rep. Glenn Grothman’s (R-Wis.) amendment that reduces funding for Legal Services Corporation by $181.5 million.

Even with the adoption of these amendments, the total cost of these appropriations bills is too high and includes many provisions that would waste taxpayer money.  Therefore, I strongly urge you to oppose the final passage of H.R. 4346, H.R. 4373, and H.R. 4505.  All votes related to these bills may be among those considered for CCAGW’s 2021 Congressional Ratings.

Sincerely,
Tom Schatz
President
