CCAGW Urges House to Oppose HR 4502

Dear Representative,
You will soon be voting on H.R. 4502, a consolidated appropriations bill. On behalf of more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support the following amendments to this legislation:
In Division A:
Rep. Glen Grothman’s (R-Wis.) amendment to reduce the Higher Education funding by $122,000,000 to meet the President’s budget request.
Rep. Kevin Hern’s (R-Okla.) amendment to reduce spending in this division by 20 percent.
Rep. Scott Perry’s (R-Pa.) amendment to strike funding for electric vehicles and a provision on electric vehicle chargers.
In Division B:
Rep. Kat Cammack’s (R-Fla.) and Rep. Bob Good’s (R-Va.) amendment to strike contingency program funding for SNAP.

Angie Craig’s (D-Minn.) amendment to expand ReConnect eligibility by defining a rural area without sufficient access to broadband speeds of twenty-five megabytes per second downstream and three megabytes per second upstream, consistent with 2018 Farm Bill speed thresholds and current FCC minimum standards.
Rep. Bob Good (R-Va.) and Rep. Kat Cammack’s (R-Fla.) amendment to strike $3,000,000,000 from the bills allocation to the SNAP contingency fund.
Rep. Bob Good (R-Va.) and Rep. Kat Cammack’s (R-Fla.) amendment to rescind reserve funding for the SNAP Contingency Fund.
Rep. Kevin Hern’s (R-Okla.) amendment to reduce spending in the division by 20 percent with an exemption for security funding.
Rep. Claudia Tenney (R-N.Y.), Rep. Doug LaMalfa (R-Calif.), Rep. Michael Cloud (R-Texas), Rep. Nancy Mace (R-S.C.), Rep. Warren Davidson (R-Ohio), Rep. Kat Cammack (R-Fla.), Rep. Vicky Hartzler (R-Mo.) and Rep. Scott Perry’s (R-Pa.) amendment to prohibit the Civilian Climate Corps from receiving federal funds.
In Division C:
Rep. Michael Burgess’ (R-Texas) amendment that states that none of the funds made available by this Act may be used to repeal, revise, or replace the Department of Energy’s standards pertaining to incandescent lightbulbs published on December 27, 2019.
Rep. Kevin Hern’s (R-Okla.) amendment that reduces spending in this division by 20 percent and includes an exemption for security funding.
In Division D:
Rep. Bob Good (R-Va.), Rep. Lance Gooden (R-Texas), Rep. Scott Perry (R-Pa.), Rep. Jody Hice (R-Ga.), Rep. Brian Babin (R-Texas), Rep. Chip Roy (R-Texas), Rep. Andrew Clyde (R-Ga.), Rep. Randy Weber (R-Texas), and Rep. Mary Miller’s (R-Ill.) amendment to strike the provision that prohibits the ability to prevent union activity on official time and teleworking.
Rep. Lance Gooden’s (R-Texas) amendment to remove a provision that allowed federal employees to use official time for union activities; using space in Federal buildings for union activities; teleworking for telework deemed positions.
Rep. Lance Gooden’s (R-Texas) amendment to decrease $37.7 million for Treasury’s Departmental Offices Salaries and Expenses.
Rep. Kevin Hern’s (R-Okla.) amendment to reduce spending in this division by 20 percent. Exempts security spending.
Rep. Ronny Jackson’s (R-Texas) amendment to prohibit the IRS from targeting people or groups for regulatory scrutiny based on their political beliefs.
Rep. Scott Perry’s (R-Pa.) amendment to strike the Electric Vehicles Fund from the GSA.
Rep. Scott Perry’s (R-Pa.) amendment to strike the clean vehicle exceptions for the maximum amount allowable for the purchase of any passenger motor vehicle by the GSA.
Rep. Austin Pfluger’s (R-Texas) amendment to strike funding for electric vehicle purchases by the United States Postal Service.
Reps. Steve Scalise (R-La.) and David Kustoff’s. (R-Tenn.) amendment to prohibit the IRS from carrying out randomized and burdensome National Research Program audits.
In Division E:
Rep. Jodey Arrington’s (R-Texas) amendment to prohibit funds from this division from being used to enforce or implement Executive Order 14008: “Executive Order on Tackling the Climate Crisis at Home and Abroad”.
Rep. Ted Budd’s (R-N.C.) amendment to reduce EPA grants for environmental justice training and implementation by $100 million.
Rep. Michael Burgess’ (R-Texas) amendment to prohibit funds made available by this Act from being used by the Environmental Protection Agency (EPA) to higher or pay the salary of any officer or employee of the EPA to utilize Title 42 special pay authority.
Rep. Pat Fallon (R-Texas), Rep. Kat Cammack (R-Fla.), and Rep. Pete Stauber’s (R-Minn.) amendment to strike the funding creating a new program for Environmental Justice.
Rep. Lance Gooden’s (R-Texas) amendment to strike the prohibition on preleasing, leasing, and related activities within National Monuments.
Rep. Kevin Hern’s (R-Okla.) amendment to reduce spending in this division by 20 percent. Exempts security funding.
In Division F:
Rep. Glen Grothman’s (R-Wis.) amendment to decrease funding by $86,000,000 for the design, planning, and construction of climate change and resiliency projects on military installations.
In Division G:
Rep. Kevin Hern’s (R-Okla.) amendment to reduce spending in this division by 20 percent with an exemption for security funding.
Furthermore, I urge you to oppose Rep. Jackie Speier (D-Calif.), Rep. Jerry McNerney (D-Calif.), and Rep. Anna Eshoo’s (D-Calif.) amendment in Division E, which would earmark an increase in funding for EPA Geographic Programs by $5 million with the intent of increasing funding for the San Francisco Bay estuary from $25 million to $30 million. Funding would be used for habitat restoration, endangered species recovery, and adaptation to climate change.
The total cost of this appropriations bill is too high and includes many wasteful provisions. I strongly urge you to oppose the final passage of H.R. 4502. All votes related to H.R. 4502 may be among those considered for CCAGW’s 2021 Congressional Ratings.
