Dear Representative,
You will soon be considering H.R. 8294, the Transportation, Housing and Urban Development, Agriculture, Rural Development, Energy and Water Development, Financial Services and General Government, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act, 2023.
On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support the following amendments:
Amendment #1, offered by Rep. Rick Allen (R-Ga.) (LATE) (REVISED), which reduces amounts made available by this Act by 5 percent.
Amendment #13, offered by Reps. Bob Good (R-Va.), Scott Perry (R-Pa.), et. al., which ensures that no funds are used to implement, administer, or enforce the Davis-Bacon Act.
Amendment #14, offered by Reps. Bob Good (R-Va.), Chip Roy (R-Texas), and Mary Miller (R-Ill.), which strikes $11,000,000 to purchase electric vehicles.
Amendment #15. offered by Reps. Bob Good (R-Va.), Chip Roy (R-Texas), Andrew Clyde (R-Ga.), et. al., (REVISED), which strikes $75,000,000 to the “climate resilience” of public housing.
Amendment #17, offered by Rep. Glenn Grothman (R-Wisc.), which decreases funding for the Community Development Block Grant by $300,000,000.
Amendment #18, offered by Reps. Kevin Hern (R-Okla.) and Bob Good (R-Va.) (LATE), which reduces the Transportation, Housing and Urban Development, and Related Agencies appropriations budget by 26 percent.
Amendment #31, offered by Reps. Ralph Norman (R-S.C.) and Scott Perry (Pa.) (LATE), which cuts Division A spending by 5 percent.
Amendment #44, offered by Reps. Kevin Hern (R-Okla.) and Bob Good (R-Va.) (LATE), which reduces funding for Division B by 22 percent.
Amendment #53, offered by Reps. Ralph Norman (R-S.C.) and Scott Perry (R-Penn.) (LATE), which reduces funding for Division B by 5 percent.
Amendment #79, offered by Rep. Kevin Hern (R-Okla.) (LATE), which reduces all funding provided in Division C by 24 percent, other than those defined as “security category.”
Amendment #83, offered by Reps. Ralph Norman (R-S.C.) and Scott Perry (R-Pa.) (LATE), which cuts Division C funding by 5 percent.
Amendment #87, offered by Reps. August Pfluger (R-Texas) and Glenn Grothman (R-Wisc.), which prohibits funds from being used to implement or enforce Executive Order 14008, entitled “Tackling the Climate Crisis at Home and Abroad.”
Amendment #88, offered by Rep. August Pfluger (R-Texas), which strikes all funding for the Defense Production Act Domestic Clean Energy Accelerator.
Amendment #110, offered by Rep. Pat Fallon (R-Texas), which strikes funding for the Electric Vehicle Fund account.
Amendment #111, offered by Rep. Scott Fitzgerald (R-Wisc.) (REVISED) which prohibits funds being made available to the FTC from being used to promulgate any rule defining or describing unfair methods of competition for purposes of the Federal Trade Commission Act.
Amendment #118, offered by Rep. Kevin Hern (R-Okla.) (LATE), which reduces all funding provided in Division D by 22 percent, other than those defined as “security category.”
Amendment #122, offered by Reps. David Joyce (R-Ohio), Dan Newhouse (R-Wash.), et. al., which prohibits the use of funds for finalizing, implementing, or enforcing the SEC rule titled, “The Enhancement and Standardization of Climate-Related Disclosures for Investors.”
Amendment #128, offered by Reps. Ralph Norman (R-S.C.) and Scott Perry (R-Pa.) (LATE), which reduces Division D funding by 5 percent.
Amendment #133, offered by Reps. John Rose (R-Tenn.) and Ted Budd (R-N.C.) (REVISED), which prohibits the Securities and Exchange Commission (SEC) from implementing provisions of its rulemaking on “the Enhancement and Standardization of Climate-related Disclosures for Investors” that would require the disclosure of Scope 3 emissions.
Amendment #139, offered by Rep. Rick Allen (R-Ga.), which reduces funding provided in Division E by 5 percent.
Amendment #147, offered by Reps. Lance Gooden (R-Texas), Glenn Grothman (R-Wisc.), and Andrew Clyde (R-Ga.), which prohibits funds from being used for environmental justice activities.
Amendment #148, offered by Rep. Glenn Grothman (R-Wisc.) (REVISED), which reduces the National Foundation on the Arts and Humanities (National Endowment for the Arts and National Endowment for the Humanities) total from $414,000,000 to $299,697,000.
Amendment #149, offered by Rep. Glenn Grothman (R-Wisc.) (REVISED), which reduces funding for Smithsonian Institution Salaries and Expenses by $311,153,000.
Amendment #150, offered by Rep. Glenn Grothman (R-Wisc.) (REVISED), which reduces EPA Environmental Programs and Management, under which funds are available for environmental justice implementation and training grants, by $294,938,000.
Amendment #151, offered by Rep. Kevin Hern (R-Okla.) (LATE), which reduces funding provided in Division E by 22 percent. Security funding is exempt from cuts.
Amendment #157, offered by Reps. Mary Miller (R-Ill.), Michael Cloud (R-Texas), et. al., which strikes the proviso allowing EPA Environmental Programs and Management funds to be used for environmental justice implementation and training grants.
Amendment #160, offered by Reps. Ralph Norman (R-S.C.) and Scott Perry (R-Pa.) (LATE), which cuts Division E funding by 5 percent.
Amendment #163, offered by Reps. August Pfluger (R-Texas) and Glenn Grothman (R-Wisc.), which prohibits funds from being used to implement Executive Order 14008, entitled “Tackling the Climate Crisis at Home and Abroad.”
Amendment #167, offered by Reps. Chip Roy (R-Texas) and Scott Perry (R-Pa.), which prohibits Bureau of Ocean Energy Management funds from being used for renewable energy programs and reduces BOEM - Ocean Energy Management funds by $51,675,000.
Amendment #168, offered by Reps. Chip Roy (R-Texas) and Scott Perry (R-Pa.) (REVISED), which prohibits Bureau of Indian Affairs (BIA) funds from being used for Tribal climate resilience programs and reduces BIA - Operation of Indian Programs funds by $59,859,000.
Amendment #179, offered by Reps. Bob Good (R-Va.), Scott Perry (R-Pa.), et. al., which ensures that no funds are used to implement, administer, or enforce the Davis-Bacon Act.
