CCAGW Objects to Record-setting Earmarks

Dear Representative,

You will soon consider H.R. 7608, the Departments of State, Foreign Operations, Agriculture, Rural Development, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act, 2021. On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I urge you to support the following amendments to H.R. 7608:

Division C – Department of the Interior, Environment
#62 Rep. Rick Allen’s (R-Ga.) amendment to reduce spending in Division C by 5 percent.

#76 Reps. Gosar (R-Ariz.) and David McKinley’s (R-W.Va.) amendment to prevent funds from being used in contravention of Executive Order 13807.

#77 Reps. Gosar (R-Ariz.) and David McKinley’s (R-W.Va.) amendment to prevent funds from being used in contravention of Executive Order 13187.

#88 Reps. McKinley (R-W.Va.) and Paul Gosar’s (R-Ariz.) amendment to prevent funds from being used in contravention of Executive Order 13868.

#102 Rep. Jason Smith’s (R-Mo.) amendment that reduces funding for the EPA environmental programs and management to match the President’s FY 2021 budget request.

#103 Rep. Jason Smith’s (R-Mo.) amendment that reduces funding for the EPA Science and Technology to match the President’s FY 2021 budget request.

I urge you to oppose the following amendments:

Division A – Department of State, Foreign Operations

#24 Reps. Panetta (D-Calif.) and Brad Sherman’s (D-Calif.) amendment prohibiting the use of funds to prevent the U.S. from withdrawing from the World Health Organization.

Division C – Department of the Interior, Environment

#61 Reps. Adams (D-N.C.), Raúl Grijalva (D-Ariz.), Donald McEachin (D-Va.), and Diana DeGette’s (D-Colo.) amendment that increases funding by $2,000,000 for the Environmental Justice program within the EPA Environmental Programs and Management account.

#67 Reps. Blunt Rochester (D-Del.), Donald McEachin (D-Va.), and Bobby Rush’s (D-Ill.) amendment that prohibits funds from being used by the EPA to finalize, implement, or enforce the proposed rule, “Review of the National Ambient Air Quality Standards for Particulate Matter.”

#72 Reps. Dingell (D-Mich.) and Tom Malinowski’s (D-N.J.) amendment that prohibits funds from being used to implement, administer, or enforce the minutes of (85 Fed. Reg. 1684) entitled the “Update to the Regulations Implementing the Procedural Provisions of the National Environmental Policy Act.”

#83 Rep. Jared Huffman’s (D-Calif.) amendment to prohibit funds from being used to offer any tracts available for oil and gas leasing in the Arctic National Wildlife Refuge.

Along with burdening the American taxpayer with pages of red tape, this bill would roll back effective and much-needed regulatory reforms, and stymie domestic energy production that is vital to American energy independence and exploration.

CCAGW objects to the record-setting earmarks in the amount of $20 million for The Asia Foundation and $19.7 million for the East-West Center. Not only have these organizations been included for many years in CAGW’s Congressional Pig Book, including the 2020 version that was released on July 15, the increased appropriations are a blatant abuse of taxpayer dollars during a pandemic. While there are no amendments being proposed to eliminate these expenditures, members of Congress should nonetheless be aware that they are highly objectionable.

All votes on H.R. 7608 will be among those considered in CCAGW’s 2021 Congressional Ratings.
