CAGW Sends President Trump Letter Regarding JEDI Contract

Dear Mr. President,

On behalf of the more than one million members and supporters of Citizens Against Government Waste (CAGW), I write to urge you to place a hold on awarding the Joint Enterprise Defense Initiative (JEDI) contract until the Department of Defense Office of Inspector General (OIG) has completed its investigation into allegations of impropriety in the development of the contract proposal.

On July 26, 2018, DOD released its final request for proposal for the JEDI cloud contract to modernize DOD’s information technology systems into a cloud services solution.  With an estimated value of $10 billion over 10 years, this single-cloud sole-source contract will be expected to deliver an enterprise-level commercial cloud solution, including infrastructure-as-a-service and platform-as-a-service, to all defense agencies and military branches.

In addition to the questions raised by the OIG investigation, CAGW has been concerned that this contract is a single cloud, sole-source solution.  Individual military branches, including the Air Force, Army and Navy, each either have or are in the process of obtaining multi-cloud, multi-vendor solutions to meet their cloud service needs.

The award of a contract of this magnitude must be above reproach.  However, since its inception, the JEDI proposal has been problematic, with allegations of potential employee misconduct, several “gating” criteria that restricted the number of potential bidders, and limiting the nation’s defense systems to a single cloud. 

CAGW agrees with the members of Congress who have asked you to postpone the award of the JEDI contract until the OIG investigation is completed and a report has been issued.
