Amendment 2013 Department of Defense Appropriations Act - Pompeo (R-KS)

Dear Representative,

On behalf of the more than one million members and supporters of the Council for Citizens Against Government Waste (CCAGW), I strongly urge you to support Rep. Mike Pompeo’s (R-Kans.) amendment to H.R. 5856, the fiscal year (FY) 2013 Department of Defense Appropriations Act, which would terminate the profligate Rapid Innovation Fund (RIF).

The RIF was created in 2010 to finance projects that were formally supported through the earmarking process. During the two years since the RIF’s inception, the appropriations committee has directed $700 million into the RIF, despite the fact that the Pentagon has never requested nor supported any money for the RIF. Money doled out through the RIF is not subject to the regular budget process, meaning that there is no evidence that projects meet any specific military requirement. As a result, the RIF doles out money to projects that are comparable to those previously funded by earmarks.

Even though the Pentagon has spent only $32.5 million of the money in the RIF, the appropriations committee is requesting an additional $250 million. Rep. Pompeo’s amendment would zero out this funding and transfer the $250 million to the Spending Reduction Account, which is a step in the right direction toward recouping the millions of taxpayer dollars that are sitting idly in the RIF.

Schemes to circumvent the House earmark moratorium, such as the RIF, should not be tolerated by lawmakers. I strongly urge you to support Rep. Pompeo’s amendment. All votes on H.R. 5856 will be among those considered in CCAGW’s 2012 Congressional Ratings.
